Yes the short film " Walking" can be considered art. It depends on the person to see it as art. The creator put time and effort to making it. He wanted to make a point about something. To share an emotion with the viewers. I personally don't see it as something of value. I know it is art, just not the type of art i'm interested in.
The point of this film, I feel, is to show that where ever you go, people are always different. THe culture is different. A persons body language greatly differs from another. Everyone is from different walks of life.
To see this you have to go through life slowly, or at least examining your surroundings closely. Take time to look around and learn from what you see.Don't just walk around staring at you feet, it will get you no where.
As for decontextualizing, i'm not too sure. I was thinking that decontextualizing, was taking a text-breaking it down, and them making a new text. I might have the meaning wrong, but from what i understand, I don't think it is. I'm not seeing a text that is being created from another. IT is a orignal text in my eyes.
